The cited sentence is the Ministry of Finance stating in its own consultation paper that 'no form of personal income tax exists in The Bahamas' — and stating it not as a boast but as a technical PROBLEM it would have to design around if a corporate income tax were introduced (owner-managers would convert profit into untaxed salary). That is about as unambiguous an official confirmation as a negative can get. There is no Income Tax Act, no personal allowance, no bracket schedule, no PAYE income-tax withholding, and no annual individual income-tax return.
