What this value means

STRUCTURAL NULL - stronger than Ecuador's: Panama has NEVER had a central bank, so no policy rate exists or has ever existed. Legal architecture: Ley 84 de 28 de junio de 1904 created the balboa (PAB) at par with the USD; the Convenio Monetario with the USA (20 June 1904) made the US dollar legal tender, and USD banknotes are the circulating paper currency (Panama mints only coins). Constitution art. 261: the power to issue money belongs to the State, transferable only to official banks of issue (none exists); art. 262: 'No habrá en la República papel moneda de curso forzoso' (no forced-tender paper money) - article numbers per the post-2004 consolidated text (pre-reform editions number these 258-259). There is no monetary authority: the Superintendencia de Bancos de Panamá (Decreto Ley 9 de 26 de febrero de 1998, Texto Único per Decreto Ejecutivo 52 de 30 de abril de 2008) is a prudential regulator only and sets no rates; the Banco Nacional de Panamá is a state commercial bank, not a central bank.
