Statutory basis: CT art. 46 lists 1 & 9 Jan, Carnival Tuesday (movable: 17 Feb 2026), Good Friday (3 Apr 2026), 1 May, 3 Nov, 10 & 28 Nov, 8 & 25 Dec, plus presidential-inauguration day (next occurs 1 Jul 2029 - not in 2026). 5 Nov added by Ley 46 de 1962; 20 Dec declared Día de Duelo Nacional with mandatory rest by Ley 291 de 31 de marzo de 2022 (verified in official Gaceta 29507-B index, URL cited; dry law applies that day). SHIFT RULES APPLIED: the 'días puente' regime (Monday-moving of 9 Jan/28 Nov, inserted into CT art. 46 by Ley 65 de 19 de diciembre de 2001 and Ley 70 de 28 de diciembre de 2007) was ABOLISHED by Ley 28 de 4 de mayo de 2015 - holidays are observed on their actual date; the only surviving rule is CT art. 47: a holiday falling on SUNDAY habilitates the following Monday as the rest day. In 2026 this fires exactly once: Sun 20 Dec -> Mon 21 Dec (included above). Sat 28 Nov 2026 does NOT shift. Work on a fiesta/duelo day pays +150% (CT art. 49). It reaches SUNDAY occurrences of NATIONAL holidays fixed by law only. In 2027 that produces exactly one transfer: Independence from Spain falls on Sunday 28 November, so Monday 29 November is a habilitado rest day. Two things it does NOT reach: Martyrs' Day and Labour Day and Christmas fall on Saturdays and are not moved, and the 15 August founding of Panama City is a DISTRITO DE PANAMA holiday under Ley 14 de 1955 rather than a national one, so its Sunday occurrence generates no habilitado Monday and it is not carried in this national list. The Tuesday/Wednesday and Thursday/Friday 'dias puente' bridge for 9 January and 28 November was ELIMINATED by Ley 28 of 4 May 2015 and is not applied. Also not holidays: Carnival Monday (art. 46 names only the Tuesday), Ash Wednesday, Maundy Thursday and Holy Saturday, and 4 November, which is a commemoration made free only by annual executive decree.
